Google Consent Mode v2 — what's changing in 2026 and how to prepare
Consent Mode is no longer optional
Google continues to tighten data processing requirements in the European Economic Area. After the mandatory transition to Consent Mode v2 in 2024, 2026 brings further changes that affect every advertiser and analyst.
Key changes:
- Advanced mode is now essential for maintaining remarketing audiences and conversion data in Google Ads.
- Basic mode limits data collection to a minimum — no conversion modeling, no remarketing.
- Consent Mode signals are stricter — Google requires explicit
ad_storage,analytics_storage,ad_user_data, andad_personalizationsignals. - Implementation verification — Google actively checks whether your CMP correctly communicates consent state to GTM.
What this means in practice
Data loss without Advanced mode. If your CMP doesn't support Advanced Consent Mode, you lose modeled conversions, remarketing audiences, and behavioral data. For Google Ads campaigns, this is a critical loss.
Correct signals from your cookie banner. Your CMP must send the correct consent signals to dataLayer in GTM. Waulter handles this natively — when consent is granted or withdrawn, all four signals are automatically updated.
Purpose granularity. Google distinguishes between analytics processing and advertising personalization. Your cookie banner must allow granular choice — not just "accept all" or "reject all."
How to set up Consent Mode correctly
- Verify your CMP's support. Waulter supports Advanced Consent Mode v2 natively, including all four signals.
- Set the default state. Before any interaction with the cookie banner, all signals must be set to
denied. - Map purposes to signals. Analytics cookies →
analytics_storage. Advertising cookies →ad_storage+ad_user_data+ad_personalization. - Test in GTM Preview. Verify that consent state correctly propagates to all tags.
- Monitor consent rates. Advanced mode only works with sufficient consent volume — optimize your cookie banner for higher consent rates.
Waulter is a certified CMP with full Google Consent Mode v2 support. Setup takes minutes and your campaign data stays complete.
